There are other factors, but those are the biggies. The fuel injection system does indeed inject the amount of fuel needed to maintain the rpms the throttle is set at. However, that amount of fuel depends on the load you put on your engine. Changing to a smaller diameter or smaller pitch prop, puts less load on the engine at any given rpms, so fuel consumption will be less.
