Eldridge (and probably other sources) publishes a table of time differences between high and low tides and time of current change for New England locations (and probably others). (I don't have one in front of me right now as I'm away from home.) I learned this the hard way when we tasked the youngest associate editor at Cruising World with choosing a day with appropriate tides for our Great Gansett Raid in which we sailed small boats of dubious seaworthiness on a long course in Narragansett Bay. His excuse for us facing adverse currents on every leg was that he had to plan around his 20-something friends' weddings. That was a coverup for misreading the current tables.
