People do haul boats and docks. The boats because it is just too cold to enjoy being out. Docks are hauled because Winter is our stormy season and most of the boats are out.
The weather is relative. Here on the Maine Coast it is colder than in Washington despite the fact that we are way south of you. That said, where I am on the ocean side of an island it is MUCH warmer than it is only 20 miles inland. You will find that it is colder as you go south on Puget Sound. Olympia is quite a bit colder in the winter than Port Townsend.
