It looks to me like the lower skin in the area of the keel was stripped off. That would seem to have been not as much a failure of the keel boats, but rather their imbedment into the structure. Then the lower skin, with the keel attached peeled off.

I think a sheering or bending failure of the keel bolts themselves wouldn't have peeled back the skin like that.
