Yup heat gun and some fine piano wire....

Hear gun on the bolts then they should turn. Once you get the bolts out use the heat gun and run a piece of fine piano wire under the metal bits.

- Galled metal? Corrosion? Not uncommon if the fasteners are SS in Aluminum.
- Do that job outside...
