I assume this is NMEA0183? Try reversing the transmit and receive. The signals are directional. You have a reference lead (ground) and one send and one receive. Use short test clips if you have them, it'll save time.

Sometimes the documentation of in/out or transmit/receive is inconsistent between manufacturers. It's a matter of perspective relative to which device - in to other device or out to other device.
