Peggie maybe I have it wrong, but my understanding is that the overboard waste pump-out thru-hull must be closed and "secured" in inland and NDZ waters. I have read that means using a wire tie, a lock, or removing the handle. Why is all that necessary? I've never met a seacock or ball valve that would open on it's own from vibration.
