IMHO, adding these steps will make your boat look ugly!
... and add windage, weight aloft, and line snagging protrusions.

Silicone sealant works well also, to prevent electrolysis in tapped screws
I agree here on the lack of necessity of doing this.
I have those.....
Of those choices, I would cut tap the holes...

Oh, come to think of that, my current boat under construction is a result of a wild hair....
