A friend who "runs" a Farr 40 was up there last year for a regatta. He said that they prohibit any scrubbing of bottoms in the harbor. The "normal" proceedure: You have to go outside the Bay and tie-up to a mooring ball. It is pretty stupid for them because they don't have anything but a hardcoat on the boat (it's usually on the hard, except when racing) and doesn't have a paint that will shed anything (or stop it from growing).
P.S. - They were waiting in line when they noticed a US Naval Academy boat out in the ocean just outside the mouth of the Bay. There were 9 Midshipmen in the water who had been sent-in to scrube the boat. My friend, who knows the Coach, asked if he could get the Midshipmen to do his? They all swam over and did it for $50 of "refreshement" money ;^). [That was a lot better than the professional diver's $250 gig for wiping down a very clean Farr 40 -- and faster too. It took them about 5 minutes for the Navy to clean the boat.]
