Never had my flares come up as an issue by authorities. This includes the SOLAS stuff. If we're boarded and asked if we have flares we say yes, show them and the the authorities move on to other stuff. Never been an issue.

Of course, I don't mention the pepper spray shot gun shells or 38 bullet insert that go into the flare guns.
