I bet they are for a way to close off the vent... there is a heater in that boat, so likely they want a way to limit the ingress of cold air.

I have found that even on the coolest nights in San Diego where my boat is, that when the cabin is all closed up, it is plenty warm with just body heat. Of course our lows are just not that low here... we set records when we go below about 40*
