Check the battery and all secondary connections to the starter

High amperage draw is usually the result of low voltage or a resistance in the secondary (the thick) wiring to the starter.
Check each component (independently) in the secondary circuit with an ohm meter ... looking for corroded wiring and connectors.
A battery that isnt at full charge can also show up as high amperage draw.
