I'd try to create a "splice" w/ a larger, conventional water hose

If you need to improvise....
I'd try with a larger (5/8", or whatever) short piece of water hose. Take some self amalgamating tape and wrap the ends of the existing SeaTech pipe. Then slid the short "stent" over each end end and seal it with hose clamps. You need to be careful not to crush the "pipe" with too much pressure.
