First, on Rita P that same fitting was moved from the cockpit to the deck, all the way aft right at the scupper. We sail with the rail in the water quite a bit (OK, probably too much) and have never had a problem with water in the fuel.
Second, what is it going to buy you to raise it just that small amount? Not a rhetorical question, seriously. How much time does the cockpit have an inch or less of water where the raised fill would make a difference?
