Have they actually built anything there in the developments?

I rode a bicycle down the length of Baja in 1984, and back then the "gringo real state development" had been laid out, plots were marked, roadways were graded, but it was as if everything stopped at that point.
I have not been back to Loreto since then (beautiful church in the center of town), but I was just wondering... did anything ever get built?
