I've got a similar set up though my panels are larger. Used a plastic clamp from West marine to attach to the rail. Pivot point is about a 1/4th of the way down the panel so they don't hang below the life lines and easier to push up into horizontal position. Use a wooden support to hold them up. Ran the wires from the panels to a junction block where they are wired in Series to up the voltage and then to the charge controller near the batteries. Used flexible conduit and fittings that I got at Lowes to take the wires from the junction box on the panel to the cockpit coaming and inside the boat to the combining junction block.
