Most of that area was seasonal only, back in the 60's(when I spent time there). Then I recall the beginnings of the building boom along the ocean to year round housing. It no doubt resulted in many a hodgepodge of "renovation". Regulations and building codes chased the problems after the fact and the results were not up to this storm.

I think that worked well enough with the occasional storm not leveling too many in the last decades. Today though, no matter how you feel about climate change, it's hard to deny(documented) that ocean levels are rising, and that trend alone is problematic if you're at beach level.

This storms damage should be big enough to change some codes in some of the lowest areas.

If you have to build new, I don't think permits should be issued without raising or otherwise addressing the obvious problem that just occurred.
