One thing you might consider is what might be called the "Venice Option". Not sure what it would take but maybe make the bottom, say, two feet of the house waterproof, membrame and panels all around, raise the entries, add steps in and out? There's lots of good waterproofing materials nowadays for basements that would perhaps be applicable. Turn that house into more like a boat, eh.
I appreciate your optimism that this was a once in your lifetime event but I'm not so sure. It may become more of a once every few years event what with non-existent global warming and all....
Jacking up the house what?...five feet more, six feet more, ain't a bad option. Better view, fewer worries about water. Of course, do you get hurricane force winds often? I don't really know where you live in Jersey but the weather times they are a changin'.
