The fitting in the bottom of the tank is an issue, IMHO. Regardless, an improvement would be if that discharge through-hull is above waterline. That would enable complete drainage and be safer for the boat too. There's no functional reason to have it lower than the waterline. Out of sight out of mind doesn't change anything.
