We have an flow alarm on the engine raw water supply

THAT is a lot faster measure of an interuption of cooling water. If you're in variable temperature water (Tropics vs. farther from the equator).

If you have the engine (or generator) on, and something stops the flow, you get an alarm that would wake the dead.

If you wait for the temp to climb, you may be running too late at high RPMs.
