I totally agree. Ever since I saw Open Water 2: Adrift I can imagine the horror of being unable to swim to shore or to get back on the boat. So, aside from allowing a swim call, I wonder what smaller boats can use as a permanently mounted ladder. Maybe a rope ladder lashed to a stanchion with a lanyard that can be reached from water to release it? A CD22 doesn't seem to have room for a permanent fixed ladder, and I can't recall seeing any boat that size with one. Would be interested in hearing thoughts on this matter from others who may have found a solution.
