I don't know of anyone who considers FP "really, really good" boats. They are middle of the road production boats. The keels are indeed sacrificial - they are glued with caulk onto the boat and have no continuity at all with the hull or insides. Lightweight non-structural foam is poured into them and voids are of no concern, although I personally think they should be left hollow. If you look closely, you will see that the glasswork is very thick on those keels, and the foam is just a thin amount poured into the small void.
Although it may seem odd to you, there is simply nothing wrong or concerning with this build quality or methodology. It is not even "sloppy". Besides, are you sure your lead is fully encapsulated without voids? That would be a much more concerning problem than the above!
