yachts all over the place. We were shocked by their proliferation. Now the Mexicans are giving cruisers a hard time. Impounding boats because the TIP number doesn't match with the HIN number. Most of these boats are legal but I suppose a stolen boat could be in the mix somewhere. It just makes it harder to kick back when you know some official could slap a chain on your boat for some perceived infraction of some rule that's a moving target anyway.
