as part of the tech inspection. I believe you have to rig it and show that it can steer the boat. My thinking is that for the same effort more or less, you can upgrade the steering gear you have so that it is far less likely the fail.
I believe it was only last months Cruising World that featured an article on how to steer towing a single drogue. The main tip being that it must be attached somewhere near the center of steering, i.e., over the keel. This was accomplished by leading a bridle through the breast chocks. They were able to steer upwind and down.
