It's essentially a two part transom hung rudder.

The cassette is a fiberglass, carbon fiber, or metal tube, the interior dimensions of which match the outer dimensions of the emergency rudder. The bottom of the cassette ends above the waterline. The pintles are attached to/part of the cassette. Gudgeons on the transom.

If needed, the cassette is mounted on the transom. Since the bottom end of the cassette is above the waterline, this is a lot easier and safer than trying to get rudder pintles into gudgeons when the lower part of the rudder is submerged. Once the cassette is mounted, the emergency rudder slides down through the cassette and is held in place by a pin through the cassette. Voila, you have a transom hung rudder.
