I drilled a 1" hole in the top of our rudder. If steering went out the thought was to put a rope through the hole and use the rope to pull the rudder for trim. Our primary winches could be used to adjust the rudder. If the hydraulics went out and locked up the quadrant I would have loosened the quadrant bolts leaving the rudder able to swing. Being skeg hung it couldn't fall out.
That was my backup.
