This is easier than purported. Generally R2 off Annapolis to Harbor of Refuge is 18 to 20 hours if you time it right, and about the same in the other direction.
From Annapolis to the Atlantic I try to pass Worton Point at or within an hour after slack before flood.
Don't confuse tide with current. See http://tidesandcurrents.noaa.gov/get_predc.shtml?year=2014&stn=5053+Baltimore%20Harbor%20Approach&secstn=Worton+Point,+1.5+n.mi.+WSW+of&sbfh=%2B2&sbfm=04&fldh=%2B1&fldm=45&sbeh=%2B1&sbem=27&ebbh=%2B1&ebbm=36&fldr=1.0&ebbr=1.1&fldavgd=023&ebbavgd=211&footnote= and page down to the day your are moving.
There isn't anything magic about Worton Point - you can pick Tolly Point and hit slack before flood there and it will work as long as you can make 6 knots. It just works. Simply avoid confusing tide with current as they are out of phase.
