We used a SS shackle to attach our 3/8" HT chain to our 65# CQR

The galvinized shackle (which isn't as strong) didn't fit the anchor.
I think the pin should go through the anchor and the rotation of the anchor is best taken with the shackle bow in the chain -- but, I'm not certain of this. You want to avoid the 'cink' that will bend the shaft.
