You are correct, COLREGS DO call for the steaming cone...
(e) A vessel proceeding under sail when also being propelled by machinery shall exhibit forward where it can best be seen a conical shape, apex downwards.
So just about sailboat motorsailing in the ocean should be displaying such a cone... frankly, I've never seen one.
