All you need is a private VPN connection. There are lots of VPN services available, that will encrypt your connection and be a proxy for your content. It will also greatly improve your web browsing security and anonymize you (unless you log in and identify yourself, or enable tracking apps and browser plug-ins etc.).

The connection between you and the VPN provider would then be encrypted and the local Internet provider of "the last mile" will not know what's being transmitted. It would just be a stream of gibberish to anyone monitoring.
