I can only think of one instance of a boat on my mooring, but I'm guilty of using others.

I don't see any harm and have told people coming into the harbor, feel free to use mine. I don't see the harm but I haven't had anyone on it on a return in 10+ years.
While I'll use a mooring for a stop or overnight, I wouldn't leave the boat on a town mooring, unattended. Destination moorings have no rules, not for me.
