under the tube work fine if you have a slow 2 HP outboard and never go fast enough to cause any drag. If you have a fast 2 HP engine then the straps will grab the water and act just like a bucket and you end up with a slow 2 HP. My recommendation is not to use the straps below the tube in favor of the tight drawstring. This configuration works well at any speed and I have never had a drag issue.
