My drone cost about $100 from a kiosk at a mall. It is a great learning gizmo. Yep, I've had it stuck in trees and a power line yesterday. It is perfect to learn with and great fun to fly. The little battery was only good for maybe five minutes of flying time though, so I ordered a couple of larger ones off eBay and modified the drone to fit.

Wind is an issue, at least for the small ones. Pick windless mornings to fly.

Regarding the FAA, you only need to register drones over a certain size, something like a half a pound.
