I oppose mandating layer upon layer of 'stuff', rules, fines, etc to protect people from their own idiocy.
In practice...
1) I now carry an InReach Tracker that enables me to get out a message requesting help along with a position (at least it wasn't mandated...)
2) Our society continues to become ever more dependent on goobermint to save them and the infrastructure isn't going away. How about a minimum $10,000 fine for SAR ops on your behalf if you DON'T have a beacon rather than forcing everyone to buy one. Makes you responsible for your own rescue (and possible lack of prep or foolishness) but doesn't make everyone without a beacon into a criminal. Won't bankrupt you but will make one thing twice.
