Yes, it gets messy. Most rules do eventually. Let's not call it a fine. Let's call it 'SAR launch fee'. It would then behoove one to have a serious chat with the Admiral and family regarding such things as 'overdue' and when to make the call. It would also, theoretically, make one a bit more inclined to ensure my battery wasn't flat or had a backup (per your scenarios). Money is a great motivation even when other things aren't OR, per my suggestion, it might suddenly seem easier and cheaper to have a locator beacon on board.....
