In the White mountains of NH they have program- Hike Safe.

Basically you pay a small fee, $25 for an individual or $35 for a family, if you buy the card you are not liable for rescue costs. There are limits, a person may be liable for response expenses, if they recklessly, negligently or intentionally create a situation requiring an emergency response.

The whole program has increased awareness around hiking safety, and the money they raise goes to rescue groups.

I agree with limiting government programs and regulation, however sometimes these programs work. Could something similar benefit the boating world?
