Many states have a "time spent in the state or state waters" provision that results in a charge.
Yes, in CT and NY it's 60 days (per year)

A quick search on MA state web sites shows...
Registration, no; excise, yes.
In CT a documented boat still must be registered with CT
Same in Oregon.

You can rent a mooring -- isn't the issue the number of days in Mass waters?
Looks like if you have a mooring permit in your name, ya gotta pay excise tax to that town.
