1) Why rotating? Won't that cause control issues when you heel and rock?

2) I would have concerns about using a perpendicular connection to the rail. I think you need to triangulate the bracing. Those davits could exert thousands of pounds of dynamic force when things are in motion. Add any water weight to the dinghy and it gets even worse in a storm.
