You can buy Bimini fittings that split in half and clamp around 1" rails. They are about $30 each. I have used quite a few of them to attach various items to my stern rail. You can twist the bar stock or you can machine two tabs on a piece of SS shaft. Another alternative would be to have two short pieces of bar stock butt welded together at the proper angle.
