I looked up that design and you can't clamp them hard enough at the rail to stop that from rotating.

You will need at least three separated bracing points for each davit to keep davits from rotating on a sailboat underway. If they can rotate there must be more than one locking (crossed or rigid) brace between them along the horizontal sections to prevent rotation. If you use crossed cables or low-stretch line to brace them you will need to use some substantial cleats as anchor points, and make sure lines can't chafe.
