I had another look. The rod is drilled for 1/2" bolts with castlenuts and cotter pin.

The pocket in the mooring top for the bottom chain shackle is oversized to allow the shackle to slide back and forth on the rod. Unlike the typical staple, the rod shouldn't wear in one spot. It should see little to no sideways force on the 1/2" bolts. The cotter pin and bolt look easy to service. Replacing the rod should be an easy operation compared to a bent staple.
