Backs up my feelings on "emergency" steering

It has to be as strong as the system that failed, and you're not going to cobble that together from the furniture.
And . . . if you do have a real solid backup rudder, you have to be able to deploy it in the conditions that cause the original to fail . . . gotta be tough.
