I am a 'safe rule guy' however I will gladly have a non okay raft over a stocked unusable one on our upcoming voyaging. I also feel that 'approved' nav anchor lights are a non-issue and from what I see in my local "international rules" home waters 95% of the anchored boats do not display there required day anchor shape at all.
