Where dropoffs of over 100 feet are common. Catalina is a good example... you can anchor in 30 foot deep water but to transition to the public dock you would take the dink over areas that are well over 100 foot deep. Hard to anchor there.

And yes I have heard Pan Pan for missing dinks and jetskis between Catalina and the mainland. (I always hope to hear them cleared later)
