If you get struck, this average white boy believes that the overvoltage surge will be either seeking the easiest path down -- but in any event, it will fry that VHF. More is better than none. You can't protectl the little micro circuit and other parts of your radio.

As for the function of the ground -- I think you will need a grounded antenna lead or you'll be bleeding off you signal?
