If you have a cored hull, seal the edges of the hole with epoxy before you use the sealant for the thru hull.
Boat US and Practical Sailor have both reported on caulks. A lot depends on your caulk "number" but...

I had the same question and contacted Forespar...
I wouldn't use Silcone under water -- it won't hold-up as long as other products
Let me clarify...
My boat came with silicone
LifeSeal from BoatLife.
Polysulfide and Polyurethane caulks are okay for most plastics.
