I'd go with 1.b
Bear in mind that Ash, when exposed to moisture, will turn black
I do #3. # 2 would be good too, especially for a boat hook.

No finish at all is best for a good grip.
I would varnish it..
I covered the section where you grab
I would suggest the you use two coats of clear epoxy then varnish on top
