If you're hauling out in 'Bahia Naval' it's down town and everything is within walking distance. Taxi's are abundent and affordable. Last time I was there you could stay on the boat and use the showers which are very nice. If you'll be staying in a hotel there are many and are generally inexpensive in the down town area.
You can also easily take a first class bus back to the border, walk across the border and take the San Diego Trolly to the train station. From there you can go anywhere. You could easily get on the bus In Enseneda and make it to San Francisco in one easy but long fun day.
I wouldn't think about having a car in Enseneda. You don't need it for getting around if you'll be hauling out in Bahia Naval. If you're hauling out somewhere else it may be different.
When we were there for a bottom painting job it was time for an out of water insurance survey . There's a guy from San Diego that comes down once a week and is very good and reasonably priced. (Christian & Company)
I say sell the car. It will just be a lot of work plus you'll be dealing with Mexican insurance and drivers.
