Skipper integrates raster charts with ActiveCaptain data but I'm not at all impressed with its navigation features underway. It also doesn't seem intuitive in operation. I recommend it for harbor or planning reference only, as it's free or cheap.
Have downloaded Maxsea's limited demo but not yet tried it on the boat. The demo comes with detailed raster harbor charts for Miami so you could see what raster charts look like on screen (I strongly prefer them over vector, as I find myself always wondering what details vector has left out). I plan to try it underway and perhaps will spend the $40 to unlock the full chart downloads for North America.
My main navigation app for now is still Rose Points' Coastal Explorer, which I use on a Windows 8.1 pro convertible tablet, integrated with AIS. I may also experiment with OpenCPN this year.
