Even old boats(I'll bolt one on!). The wing keel proved, that hasn't happened. Some are better than others, but it doesn't look like they achieve much more(any?) than a shallow stub fin keel, going to windward. And I would think most gains would be negated off the wind, for added wet area.
But it's cheaper to build a boat with a short keel compared to a deep draft. Structure, ease of building, shipping, builders would love it!
All I'm seeing in shoal draft design that may be upping performance, are some new centerboard designs. Getting rid of the stub keel housing the board, efficient board shapes, they're no doubt better performers than old centerboard designs(like mine). But centerboards are not cheap to build and have their own problems.
Like Bob Perry says in his great book, "there's no substitute for draft". He should know.
I repeat his quote to myself often when I pull the board up and anchor in 4'.
